To What can the survival of American Federalism be attributed ? While no complete answer can be given , It is clear that much of the success of American federalism can be traced to the Flexibility of the American constitution concerning the boundaries of power between the national government and the state and local governments . In the absence of absolute rules about the distribution of political power and responsibility of fixed pattern of federalism has developed . Instead the federal constitution has permitted wide fluctuation between nation power and localized power .
